FCC Solution for Increasing Broadband Access is Lower the Standard

The FCC posted a Section 706 notice of inquiry on broadband deployment. proposing to lower US broadband standard from 25Mbps to 10 Mbps.

I wonder which Telco Lobbying Team proposed that change? It is interesting to note that Whitespace TV is limited to about 10 Mbps. The proposed upper limit on Microsofts Whitespace TV Broadband is from 8-10Mbps, without channel bonding. Could the culprits behind the FCC proposal be Microsoft and the other Whitespace TV Broadband supporters?
